Dubai Launches Two Year Agentic AI Programme for 295,000 Companies

Dubai has launched an agentic AI transformation programme for its private sector. Over two years, the programme aims to empower 295,000 companies, develop and deliver 100 specialised AI assistants and support the establishment of 50 agentic AI companies. These figures are announced targets, not completed deployments.

The programme and its targets

The executive plan was reviewed during a meeting of the Higher Committee for Future Technology Development and the Digital Economy chaired by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum. The plan is intended to accelerate private sector adoption of agentic AI and strengthen business readiness in Dubai.

The programme has three stated numerical targets. It aims to empower 295,000 companies in Dubai, develop and deliver 100 specialised AI assistants during the next two years and support the establishment of 50 companies focused on agentic AI. The official announcements do not report that any of these targets have already been reached.

The published information does not define what will qualify a company as empowered. It also does not identify the proposed assistants, their intended business functions or their availability dates. No assistant is described as generally available, released, in preview or undergoing a pilot. Businesses should therefore regard the figure of 100 assistants as a planned deliverable rather than a current catalogue of products.

The official account describes agentic AI as systems capable of executing tasks, making decisions and managing operations. Sheikh Hamdan presented the technology as an opportunity to reshape business models, strengthen competitiveness and accelerate innovation. These are the programme's stated ambitions, while evidence of adoption and business results will depend on future implementation.

An executive committee is now in place

Dubai Chambers has formed the Executive Committee for Agentic AI, and the committee has held its first meeting online. These are completed governance steps. They do not mean that the wider programme, its training provision or its planned support mechanisms have been completed.

The committee is chaired by His Excellency Sultan bin Saeed Al Mansoori, Chairman of Dubai Chambers. His Excellency Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications and Chairman of Dubai Chamber of Digital Economy, serves as vice chairman.

Dubai Chambers said the committee is building an integrated framework to support implementation. Its responsibilities include approving a plan for specialised agentic AI training tracks for Business Groups and Business Councils operating under Dubai Chamber of Commerce. The announcements do not say that these training tracks are already open for enrolment or delivery.

The committee is also responsible for designing and establishing incubators for agentic AI companies. It will support companies that specialise in developing or using agentic AI solutions and promote knowledge sharing and capacity building within Dubai Chambers. These activities are announced responsibilities and planned work, not completed services.

Business support remains under development

Dedicated support funds for selected companies are another part of the committee's mandate. The funds are intended to assist selected businesses as they move towards agentic AI. The official announcements do not provide their value, eligibility rules, financing terms, application process or opening date. Companies therefore cannot yet treat this support as generally available funding.

Dubai Chambers also plans to cooperate with public and private sector partners as part of the transformation. The stated purpose is to extend digital transformation across key economic sectors and Dubai's wider business community. The approved sources do not name participating partners or announce specific agreements under this part of the programme.

For UAE businesses, the distinction between the launched programme and its future delivery is important. The programme, targets and committee have been announced, and the committee has met. The assistants, training tracks, incubators and funds remain planned elements whose availability has not been confirmed. The establishment of 50 agentic AI companies is also a target rather than a reported outcome.

What businesses should watch

The next significant information for companies will be the implementation details. These include the definition of an empowered company, the sectors and functions addressed by the specialised assistants, the schedule for training and the conditions governing access to incubators and funds. None of those details appears in the two official announcements.

Businesses evaluating participation should distinguish each subsequent announcement by its actual status. A proposed assistant is different from a preview, a pilot or a production release. Likewise, an approved training plan is different from a course that is accepting participants. Clear status information will determine when companies can make practical decisions about adoption.

The programme establishes a substantial two year agenda for private sector AI adoption in Dubai. Its business significance comes from the scale of the announced targets and the institutional role assigned to Dubai Chambers. Its results, however, will be measurable only as the planned assistants, training tracks, incubators, funds and company support become available and produce documented outcomes.
